The bureaucracy of street lights

Dear Tobias,

Thank you for that brief and to the point response.

Therefore I assume that the Council has no control over the line of street lights from Hoe street to Ray Dudley Way or the pavement parking by the station minicab firm, all this being Network Rail's responsibility? I further assume that the Council will therefore have to obtain Network Rail permission to site any pedestrian direction signage anywhere between Hoe Street and Ray Dudley Way?

Station Approach which runs all the way to the rear of the car park at Walthamstow Central is not adopted public highway.

Dear Tobias,
 
Further to my email about the signage and footway lighting in Walthamstow Central car park, another problem which is developing is the parking of station minicabs all over the pavement in front of their office and around the corner opposite the new bike shed. I assume that the Council has adopted part of the site as public highway from Network Rail. Can you put in bollards as I don't see what else will stop them blocking the pavement?
